WILTON — Selectmen began the process Tuesday of procuring funding for Phase II of the wastewater treatment plant upgrade by signing a loan resolution.

It authorizes potential acceptance of a $2.47 million loan and a grant of $1.99 million from the U.S. Department of Agriculture’s Rural Development program for the project. A vote at town meeting is still needed.

The second phase centers on work at the plant, Town Manager Rhonda Irish said Wednesday.

During the first phase, the collection system, including 30 pumps and the front end of the treatment plant, face renovation. Construction is expected to begin in late spring 2012.

In other business, selectmen:

* Unanimously approved Wilton Conservation Commission members: Nancy Prince, Russell Black, Martha Martin and Sharon Rainey.

* Regretfully accepted Darlene Paine’s resignation from the Recycling Committee and appointed Kenlyn Clark to serve on the committee.

* Appointed Tom Whalen to the Finance Committee.
