Dr. Daniel A Barrell of Auburn was deprived of his right to vote by the board of registration Monday. The reason given was that he did not register while the board was in open session. Dr. Barrell was formerly a voter in Ward Five, but for two years has been a voter in Ward Four. Power outages darkened parts of Lewiston and Auburn throughout most of Tuesday afternoon as Central Maine Power Co. worked to restore electricity to the affected customers. A spokesman for CMP said the problem originated when a stack of insulators at the lower Lewiston substation “flashed over,” knocking the substation out of commission. Firefighters took a portable generator and blankets to the New Auburn American Legion post, where a special election for Auburn City Council was being held. Power at the site was out for about four and a half hours.
