ROXBURY — About 50 residents overwhelmingly approved all 78 articles at the annual town meeting Monday night, resulting in a 2012 municipal budget of more than $500,000.
Because of the significantly higher town valuation resulting from a wind turbine project constructed by Record Hill Wind LLC, municipal taxes are expected to drop by half, to under $8 per $1,000 valuation.
The town will know a more precise figure once the wind project is assessed, which is expected soon after April 1, Tax Collector/Treasurer Renee Hodsdon said.
Voted to be raised by taxes was $462,519, not including $62,689 in excise taxes.
The town’s share for RSU 10 and for Oxford County government is not known yet.
Also approved at the meeting was a substantial increase in the cost of building permits. Instead of $10 for homes, garages and decks, it is $150 for homes, $100 for garages, and $25 for decks.
Following some argument that the amount of discount to be given for those who pay their property taxes early or on time remain at 8 percent, a majority agreed to lower that figure to 5 percent as requested by selectmen.
However, board Chairman John Sutton said the board would be willing to revisit the matter prior to the property tax due date of Aug. 1.
Those who pay their taxes prior to Sept. 1 will receive the 5 percent discount. Those who pay after Oct. 31 will be assessed 7 percent annual interest.
Voters also overwhelmingly approved taking $1,994 from the general fund for the purchase of recycling bins for all town residents. Those funds were refunded to the town by the Northern Oxford Solid Waste board.
Re-elected Selectman and firefighter Michael Worthley announced that classes in automatic defibrillation and cardiopulmonary resuscitation will be offered at the Town Office this spring. Those interested may sign up at the Town Office.
