PARIS — The Board of Selectmen is holding a special meeting Tuesday, June 19, to reconsider a vote on Town Manager Phil Tarr’s contract.

It will be the first meeting since Selectmen Sam Elliot and Gerald Kilgore were sworn into office at Saturday’s town meeting.

On June 11, a motion to end Tarr’s contract in December failed 3-1, with Jean Smart casting the dissenting vote.

Tarr’s three-year contract ends in December. It requires the board to give Tarr six months’ notice of its intent not to renew his contract, meaning the board must tell him their intentions before the end of June. If Tarr’s contract isn’t renewed, and he doesn’t receive notice of it six months in advance, the board would be violating the terms of Tarr’s employment.

The makeup of the board has changed since the June 11 vote. Smart’s term ended at Saturday’s town meeting, and Kurtz resigned from the board Monday morning, citing a need to spend more time at his law firm now that his firm partner, Alan Perry, is departing to start a new firm. Kurtz said he won’t be at Tuesday’s meeting.

At that meeting, Kurtz said Tarr’s work had been below his expectations. “Most importantly for me, he has not been candid, open and trustworthy in his management of the town’s affairs.” Still, Kurtz voted against ending Tarr’s contract, listing several other ways the board and Tarr could work together more successfully.

Tarr told the board he had fulfilled all the goals set in his previous evaluation.

The board is set to discuss Tarr’s contract before an executive session to consider his evaluation. Last week, Tarr asked to hold the evaluation discussion in the open.

After the planned executive session, the board will vote on whether to extend Tarr’s contract for two more years.

The meeting is set for 10 a.m. Tuesday at the Paris Town Office.
