UPTON — Residents will gather at 7 p.m. Thursday, June 28, to act on a 43-article warrant at their annual town meeting.
It will be held at the old schoolhouse in the center of the village.
Town Clerk Michele Bouchard said voters will elect one selectman. The seat is currently held by Marie Aron. They will also elect a School Committee member for a three-year term. Bouchard now holds that position.
They will also elect a town clerk, and a tax collector and a treasurer, whose positions are held by Jim Rector, for one-year terms.
If all but the Mill Road Bridge repair or replacement money articles are approved, a municipal budget of $170,680 would be adopted. It’s about $1,250 more than 2012.
The educational and transportation budget for the two elementary, one middle school, and two high school students who attend SAD 44 schools would be another $88,927.
Bouchard said two articles concern future action on the nearly 100-year-old Mill Road Bridge that spans the Dead Cambridge River. One calls for repairing the bridge for $13,000 to $15,000, which would last an estimated 10 years and maintain the current load limit of 10 tons.
The second calls for transferring ownership of the bridge to abutting landowners because of the high cost of replacing the bridge, the roadway leading to it, and the abutments, at an estimated cost of $1 million.
Another article expected to cause some discussion is one that would allow all-terrain-vehicles to use town roads to access ATV trails between 7 a.m. and 9 p.m., as long as specific rules are followed.
A third article would change the rules for Upton residents who apply for a town-sponsored $1,000 scholarship a year for up to four years. If this article is passed, any Upton resident who receives a diploma, including those who are home-schooled or who earn a GED, would be eligible to apply.
The current tax rate is $7.35 per $1,000 valuation. A new rate will be set later in the summer.
Those attending the annual meeting who have not registered to vote should arrive 15 minutes early to register.
