JAY — The town borrowed far less money than expected to replace sewer lines during the state’s Route 4 project, Town Manager Ruth Cushman said this week.

The town was approved to borrow up to $685,000 but only had to borrow $295,000, she said.

Jay’s portion of the project was from the Livermore Falls line to Pineau Street.

Selectmen signed a resolution and paperwork that allows the town to pay off the interim financing and get a bond with the Maine Bond Bank for the $295,000.

In other sewer-related business, selectmen approved Department Superintendent Mark Holt to transfer up to $10,000 from the sewer reserve account to pay for end-of-year expenses. Prior to the vote there was $273,000 in the reserve account.

Holt said he was able to pay for the majority of capital purchases through his regular budget, including a watering station, a one-ton truck and lift, a sludge truck from the transfer station and a tank to go with it.

He had a few areas in his budget that had leftover money, including electricity and contracted services. The town’s share of the operation and maintenance of the Livermore Falls Wastewater Plant was also much less than expected, he said. That was due to Livermore Falls being short-handed for a time in that department and didn’t spend as much as anticipated. It was about $30,000 less, he said.

In another sewer matter, selectmen approved Holt’s recommendations on three sewer abatements. Two of those were approved; one denied.
