Recently a supporter of John Cleveland gave him credit for getting grant money for the installation of water and sewer lines in the town of Poland. Nothing could be further from the truth.

The bonds issued for the water and sewer projects are being paid by the two tax increment financing districts: The south water and sewer project (Poland Spring) and the north (downtown village) water project.

They use sheltered funds that were established at the time of inception of the district over a period of 10 to 25 years.

The projects come before the board of selectmen for approval, then move through the public input process and various boards and committees, and the Department of Economic and Community Development.

In the final analysis, the selectmen and the taxpayers of Poland deserve accolades for understanding the economic consequences for the town’s tax base.
