LEWISTON — Douglas James Wiggins, 69, a resident of Gibbs Mill Road, Livermore, died Sunday, May 5, at St. Mary’s Regional Medical Center.
He was born Nov. 23, 1943, in Houlton, the son of James W. Wiggins and Marjorie E. (Lawrence) Wiggins. Doug attended school in Portland and was a 1961 graduate of Portland High School.
He worked for Maine Central Railroad from 1961 to 1963 as a trackman. He joined the U.S. Air Force and was stationed at Nellis Air Force Base in Las Vegas, Nev.,; he was an Air Craft Monitor-F-105.
Following his time in the Air Force, he returned to work for Maine Central Railroad, Doug also served as a police officer for the town of Jay from 1968 to 1972. From 1971 through 1977, he served as a aelectman for the town of Jay, as well as a certified assessor for the State of Maine; Project Agent for North Jay Sewer Project; director on the Androscoggin Planning Commission; Director Franklin County Community Action; he was town manager in 1975, and also served on 16 different town related committees.
During his town involvement, he acquired $2 million in surplus as Surplus Property Director; and when he was Economic Director the town of Jay received $1 million; $500,000 to buy land for development; and $500,000 for development of that land into the Jay Plaza. Doug also served as Bail Commissioner for Franklin County and was a member of the Jay Fire Department.
He worked as control operator on No. 5 Stock Prep for International Paper Co. now known as Verso in Jay from 1968 to 2010, when he retired.
Even though Doug worked full time in the mill, he was also a very successful entrepreneur. He owned and operated several businesses in the area; among them, Tall Timbers Furniture & Stoves, Exxon and Video Network in Farmington, also supplying videos to more than 100 convenience stores throughout Maine and New Hampshire; Furniture World in Brunswick and more recently Option Rentals in Farmingdale and Augusta.
He is survived by his daughter, Becky Rider and her husband, William, of Jay; his son, Jeremy Wiggins of Livermore; two sisters, Margaret Bailey and her husband, George, of St. Mary’s City, Md., and Deborah Wagner and her husband, Steve, of Idaho Falls, Idaho; two grandchildren, Dylan Wiggins-Rider and Devlen Rider; and many nieces and nephews.
He was predeceased by his parents; and his wife Diane.
