NORWAY — The Board of Selectmen will hold a public hearing on the proposed $3.9 million municipal budget at 7 p.m. Thursday, June 6.
The budget will be voted on at the annual town meeting at 7 p.m. June 17 in the Forum at the Oxford Hills Comprehensive High School.
Selectmen will recommend voters approve a $316,296 cut for town services. It’s 7.33 percent less than last year’s appropriation for nonschool and noncounty town services, Town Manager David Holt said. He made the recommendation to selectmen in late May.
With minor exception, the recommendation follows that of the Budget Committee, which met in April and May to formulate recommendations.
The cuts are being made to cover hundreds of thousands of dollars of lost revenue, including state revenue sharing, the Homestead Exemption, and personal property taxes to Norway proposed in Gov. Paul LePage’s budget.
Holt has said if the revenue losses from the state do not occur or are not as drastic as assumed now, a second town meeting could be held to restore items.
Under the proposed budget, a police officer and a Highway Department position will be cut, and Town Hall will open an hour later at 9 a.m.
The town may lose its drug investigator because that person will have to take a patrol shift if one officer is laid off. The police contract calls for the elimination of the newest officer, who is now at the training academy, Holt said.
The Budget Committee and selectmen have expressed a desire to keep the drug enforcement officer on if they can financially afford the position.
Residents at Thursday night’s meeting will also have the opportunity to hear details about and comment on:
* Amendments to the Norway Rental Occupancy Ordinance as recommended by the code enforcement officer and the selectmen;
* Amendments to the Norway Building Code as recommended by the assessor, code enforcement officer and selectmen;
* Amendments to the Norway Shoreland Zoning Ordinance; and
* Amendments to the Norway Electrical Ordinance 2012 proposed by the fire chief, code enforcement officer and selectmen.
The public hearings will be held in the selectmen’s meeting room at the Town Office on Danforth Street, beginning at 7 p.m.
Holt said he was unaware the Oxford Hills School District budget hearing was on the same night when the public hearing dates were determined for the Norway town warrant. Although it is not the “ideal” situation, the public hearings will afford residents another chance for discussion and questions, he said.
