RANGELEY — Board of Selectmen Chairman Dave Burgess announced Tuesday that Mike and Julie Ferguson are resigning as president and vice president of the Rangeley ATV Club.

Burgess said the club’s membership has dwindled to 45 people, and the Fergusons are spending their own money and attempting to fix the trails with no help. Citing a need to clarify ATV access to Main Street and other problems, Burgess hopes for a broad word-of-mouth and media campaign to promote membership and public support for the club.

The board is also seeking public participation for committees to implement the town’s Comprehensive Plan. Interested residents should contact the Town Office.

After receiving three bids for a new roof on the Highway Department’s garage, the board awarded the job to Summit Construction. Summit was the only bidder to submit a bid for vertical seams as well as standing seams, and the vertical seam estimate low-balled the competition at $47,428.

With no bids for a highway steamer/cleaner, the board approved purchase of a previously-noted unit in stock with Lynox for $12,520, including a trailer.

Fire Chief Tim Pellerin asked the board for guidance in repairing or replacing the heating system at Fire Station 2 in Oquossoc. Pellerin collected bids ranging from $8,400 for furnace repair and duct work to $3,000 for a propane unit.

The board asked Pellerin to return to the next meeting with more information about current propane contract obligations with Webber Energy Fuels and contract requirements from Blue Flame, the company that placed the bid.

The board also authorized Pellerin to seek quotes for two recommended recovery boilers for the Rangeley Station’s heating system.

Pellerin also handed out a Bureau of Labor Standards compliance directive, with fields such as required training, written programs, equipment inspections and facilities inspection. As of Sept. 3, Rangeley Fire and Rescue has completed the entire list and is now in full compliance with all testing, inspections and certifications at federal, state, and local levels.

Rick Godaire from the transfer station is looking for three or four vendors to submit bids for a weigh scale with a 40-foot pad with an estimated cost of $40,000. This would implement a pay-as-you-throw program for commercial haulers who now pay nothing. Godaire said the program has worked well in other towns.

Interim Town Manager Tiki White said there was a large crowd Sunday at the town park’s boat launch for the dedication of a memorial bench in honor of the four snowmobilers who lost their lives last New Year’s Eve.

Although there was enthusiastic support for naming White the permanent town manager, the board will look into a publicly advertised pro forma search and application process to insure fairness and transparency.
