Lewiston City Clerk Gerald P. Berube at a legislative hearing Monday defended the city’s practice of requiring voters to go to the City Building to sign petitions to force a referendum on local issues. While Berube said he did not oppose the idea of circulating petitions outside of city hall, he told the State and Local Government Committee that city voters rejected the idea in a 1981 referendum. “The voters have spoken,” Berube said. He noted that the Maine Constitution allows municipalities to adopt their own ordinance regulating local initiatives.
