OXFORD — Selectmen last week signed the town warrant scheduling the annual town meeting to see if voters will approve a $3.81 million budget for fiscal year 2014-15.

On paper voters are being asked to raise $531,013 – 16 percent – more than last year, though town Manager Michael Chammings said the increases are being offset by revenue captured in the Tax Increment Financing District, sewer system users fees, and casino taxes.

According to Chammings, the warrant articles must first be approved by voters before the rebates – about $400,000 – can be applied.

Altogether, the budget increase closer to 3.97 percent, Chammings said, which includes a $89,906 to the Police Department to hire another full-time officer, and a $30,000 to the Rescue Department.

“As we told people when the casino came in, we weren’t going to over-staff the [police] first year, but add officers as need,” Chammings said.

The warrant article calls for spending cuts in just one of 20 areas.

Oxford receives 2 percent from table and slot game revenues from the casino. From July of 2013 to date, the town collected about $1.2 million, Lippincott said.

Those funds are expected to offset budget increases, keeping the property tax rate at its current level, she said.

Voters will also be asked to appoint municipal officers, Water District Trustees, SAD 17 Director, and to change the Fire Chief’s position to a full-time, appointed role.

The budget vote will go before voters on June 7 at the Oxford Elementary School starting at 10 a.m.; voters will elect officers on June 10 from 8 a.m. to 8 p.m at the Public Safety Building.
