ANSWER: Sun Spots called the Maine Department of Environmental Protection, where she spoke to Jessie, who said that you “need a license to discharge into a waterway,” which the offender probably lacks. She said the first person to call is your local code enforcement officer.

He or she may want to consult with the DEP. Jessie said depending on the location and situation, the Maine Warden Service might be interested, as this action might also be construed as littering.

DEAR SUN SPOTS: Safe Voices is in need of volunteers for its annual Walk/Run to End Domestic Violence. This is the first year Safe Voices is hosting a 5k in addition to its annual walk.

Volunteers are needed to ensure the course stays closed to traffic and to man the water station as well. Additional volunteers are needed for setup and running of the event.

ANSWER: Sun Spots put your question to Andy Russell, who is in charge of Rumford Public Works. He emailed that “the pine trees were along the edge of Dragoon Road. These trees had some roots that extended out into the road, which were cut during the reconstruction last summer. Unfortunately, pine trees have a shallow root system and strong winds during the winter blew them over.”
