FARMINGTON — Franklin County commissioners voted Tuesday to accept jail manager Maj. Doug Blauvelt’s recommendation to hire Victoria Parker of Kingfield to fill the full-time clerical position at the Detention Center.

Blauvelt told commissioners more than 25 applications were received for the position held by Tara Hamlin, who left county employment for another job.

The hiring committee planned to interview six candidates for the position, but only four came to be interviewed, he said.

Parker has worked part-time at the Franklin County commissioners’ office and probate court for approximately two years.

She needs to get basic corrections training, he said.

Parker will start at a pay rate of $13.51 an hour, county Clerk Julie Magoon said.

Blauvelt said he is glad to have the position filled. He has worked 50 to 60 hours for six weeks and put in 110 hours during the past two weeks.

Magoon will advertise the part-time position.

In other business, commissioners voted 2-1, with Commissioner Gary McGrane of Jay opposed, to enter into a contract with IEC Electrical & Data Services of Farmington for emergency service calls, emergency generator calls, routine maintenance and annual inspections at the county’s Regional Communications Center.

McGrane was opposed to entering into a contract with an electrical contractor for the service. If it was a service agreement for the generator, he said, he would have accepted that. He was looking for a flat rate fee to provide emergency and maintenance service, he said.

Commission Chairman Fred Hardy of New Sharon said it would be risky not to have a contract to have someone on call if something went wrong. He said it was important to have an agreement with an electrical company.

Commissioner Clyde Barker of Strong said they needed the assurance that someone would be available 24 hours a day, seven days a week. The center is the hub of the county, he said.

Greg Roux, county facilities manager, said eight people were called and three responded with a price.

Based on the bids, it would be between Meader Electric LLC of New Sharon and IEC, Roux said.

RDM Electric LLC of Farmington was the third bidder.

The hourly rates differed from $5 to $10, he said.

The building itself does not need an electrical inspection this year because it is new, he said. The building opened this past spring.

The IEC electrical service contract includes annual inspection upon request for $175. Routine maintenance would cost $50 an hour. The company would also provide an emergency service number and a pager number. The cost for an emergency service call is $65 an hour for the first hour and $50 an hour after that.

The company would also provide annual preventive maintenance on the emergency backup generator. The annual cost is $275.
