KINGFIELD — Municipal officials said they are hoping for an agreement with Mill Street property owners to provide more public parking and a possible riverfront park.

On Monday night, selectmen reviewed progress on a lease agreement with property owners.

The Mill Street throughway behind several rental properties and Longfellow’s Restaurant connects to Main Street. The town has not been obligated to plow any more than a single lane for emergency vehicles.

Three of the four property owners have not responded to the town’s interest in expanding access for municipal use. The landowners’ property, which runs along the Carrabassett River, could be used for more public access and parking, but the town has no obligation to provide lighting, maintenance or more plowing.

A lease agreement could benefit the town and the property owners, selectmen said.

“All we have right now is a commitment for plowing one stripe down through there,” Selectman Wade Browne said. “We went from this (single lane) plowing to trying to get a lease together with these guys.”

The town’s Village Enhancement Committee could become more involved, board Chairwoman Heather Moody said.

The committee created a design for a riverfront public park and more parking, but before they can be developed, the four property owners would need to enter an agreement with the town in exchange for maintenance and improvements.

“The parking lot agreement doesn’t go anywhere without a riverfront park attached to it,” Moody said.

In other matters, selectmen scheduled a public hearing at 6 p.m. Monday, Oct. 19, and a special town meeting at 6 p.m. Monday, Oct. 26, at Webster Hall to discuss proposed amendments to the Tax Increment Financing agreement with Poland Spring Water Co., a subsidiary of Nestle Waters North America.

Selectmen also accepted Planning Board member Paul Orbeton’s resignation. No one was nominated to fill the seat.
