NEW GLOUCESTER — A special town meeting is set for next week to vote on measures to revitalize Upper Gloucester village and to switch town meetings to Saturday mornings.
The meeting will begin at 7 p.m. Monday, Nov. 16, at the AMVETS hall, 1095 Lewiston Road. The first of four articles is to elect a moderator.
Town Planner Will Johnston said Article 2 focuses on efforts to promote revitalization of Upper Gloucester along Route 100 near its intersection with Gilmore, Peacock Hill, Bald Hill and Intervale roads. Those efforts include mixed land uses, pedestrian amenities and vehicle traffic flow.
Article 3 seeks changes to the Zoning Ordinance by creating an Upper Village District that gives landowners more flexibility in developing their properties while imposing some restrictions on the types and intensity of development. Another change is eliminating the historic resource overlay district for Upper Gloucester. The changes provide incentives for village-oriented designs.
Article 4 asks voters to have town meetings on Saturday mornings instead of Monday evenings.
Selectman Laura Sturgis said the intention of the article is that it apply only to the annual town meeting in May.
