LIVERMORE FALLS — Residents have been complaining about people not picking up their dog’s waste, Town Manager Kristal Flagg said at Tuesday’s selectmen meeting.

“We’ve had complaints on the bike path, the recreation field, private property,” she said.

Selectmen also noted that dog feces are being left behind on streets and sidewalks in town.

Board of Selectmen Chairman Louise Chabot asked if the town had a responsibility to provide bags for dog waste disposal; Flagg said it didn’t.

Selectman Ron Chadwick said the town already has a dog ordinance and it could be amended to address dog waste issues.

“Who would enforce it?” Selectman Mary Young asked.

Flagg said it would be town police. The problem, she explained, is that people would need to be caught in the act.

Sometimes, Chabot said, “all you need to do is remind people.” She pointed out that the reminders could be signs warning people to pick up after their dogs, or having the news media put out notices.

Selectmen voted 5-0 to accept new wastewater flow rates as part of an agreement with Jay. The agreement states that flows will be monitored at the Livermore Falls treatment plant, the Route 4 flow meter, Route 133 flow meter and water meter readings for properties on Free and Knapp streets that do not flow through one of the sewage metering stations.

Last year, Jay paid 58 percent and Livermore Falls 42 percent of the cost to operate the Livermore Falls wastewater treatment facility. Starting July 1, Jay will pay 56 percent and Livermore Falls 44 percent.

Selectmen also voted 5-0 to hire summer help for no more than 160 hours at minimum wage to help the sewer department clear brush from manhole covers on the cross-country section of line. Flagg said a path would be cleared between the covers to access them.

Selectman Jeff Bryant suggested an update midway through the project on how the work is progressing.

“Then we’ll know once we’re doing this what we need to do so we’re not back here again,” he said.

The board decided not to take action on a petition submitted by resident Tom Barker requesting two firetrucks be placed in the front two bays of the town garage to provide better fire protection to East Livermore. After the meeting, he said he had requested the board not act on it because some of the petition’s signatures were illegible.

Selectmen voted 5-0 to accept, with regret, the resignation of Merry Carver from the Budget Committee.

A public hearing on the Livermore Falls budget takes place at 6:30 p.m. Monday, May 2, at the Town Office.

Selectmen will meet at 6:30 p.m. Tuesday, May 3.
