NEW GLOUCESTER — The Zoning Board of Appeals on Tuesday voted 4-0 to uphold the code enforcement officer’s determination that the Zoning Ordinance allows for a residential substance abuse treatment facility on Intervale Road.
The application by Day One of South Portland to use a house at 934 Intervale Road will go back to the Planning Board. If it’s approved, Day One plans to close its treatment facility in Hollis and use the New Gloucester home for males ages 14 to 20. There would be 12 beds.
Day One’s mission is to dramatically reduce substance use and address mental health needs among Maine youth to help them live productive, healthy, and rewarding lives, according to its website.
Last week, the Board of Appeals held a public hearing on three administrative appeals filed against the Code Enforcement Officer Debra Parks Larrivee’s determination. She said the proposed treatment facility is an approved use, similar to other uses, in the rural residential district and subject to site plan review by the Planning Board.
Town Attorney Philip R. Saucier of Bernstein Shur upheld Larrivee’s definition of other permitted uses that are also subject to site plan review.
The three appeals were filed by Michael Rawlings-Sekunda, Eric Ritter and a group that included Gail Kolda, Scott Kolda and Alexander Runyon.
