POLAND — Selectmen agreed Tuesday night to appoint eight residents to the Recreational Marijuana Committee, along with two selectmen, a Planning Board member and a Community and Economic Development Committee member.

Board Chairman Walter Gallagher called the panel a “well-rounded group.”

The committee will develop rules governing locations for the production, sale and use of marijuana.

Named were residents Terry Koliche, a retired tax preparer; Garry Robitaille, a former licensed marijuana caregiver; Gary Moulton, a criminal investigator with the federal Department of Homeland Security; Nicholas Morton, an engineer and self-proclaimed cannabis expert; Lisa Dulac, a registered Maine caregiver;  Matthew Mastrogiacomo, a lawyer experienced in civil and criminal law; Chris Bither, retired automotive production development engineer; and Anne Gagne, retired controller/business manager and president of the Range Ponds Association.

The other four members will be named later.

Prior to appointing the committee, selectmen voted 4-1 to approve a moratorium on medical marijuana retail stores.

Town Manager Matthew Garside said the 90-day moratorium ordinance was written by the Maine Municipal Association and checked by the Poland’s lawyer.

Garside said the ordinance is short term to give the town time to make a decision on such stores.

Selectman Joe Cimino opposed the moratorium, saying he thought it would limit the rights of existing caregivers in town.
