JAY — Voters will be asked this month to consider borrowing up to $3.9 million for a pump station and force main system to send sewage from North Jay to Livermore Falls for treatment.
Selectpersons voted Monday to put the question before voters at a special town meeting at 6 p.m. Monday, Sept. 24, at the Town Office.
The plan is to not upgrade the North Jay Wastewater Treatment Plant, which is nearly 20 years old, and to build a system beside a multipurpose trail, an old railroad bed owned by the state. The system would connect to a collection system at the Jay Plaza. The sewage would then go to the Livermore Falls Wastewater Treatment Plant.
The Legislature must approve the new system running beside the trail.
The cost for the project is estimated at $3.9 million. At an estimated maximum interest rate of 1.5 percent and an estimated maximum term of 20 years, the estimated interest on the bonds would be $638,629.38, for a total debt of $4.53 million.
The estimated annual payment is $225,900.
Selectpersons chose the option to build a new system because it is expected to be more cost efficient in the long term. The North Jay Treatment Plant would need to be updated about every 20 to 25 years, according to a presentation by Wright-Pierce, an engineering firm, from Topsham in June.
In a related matter, Mark Holt, superintendent of the Jay Sewer Department, said he spoke to multiple sources in different businesses, including electricians, and the department’s three backup generators for three pump stations are worth about $2,500 each.
Selectpersons voted in July to spend up to $130,000 to buy three new generators for three pump stations, including installation, wiring and removal of old generators. The money will come from a capital reserve account.
The board voted Monday to sell the old generators at $2,500 each. New generators have been ordered but are delayed from the factory until Nov. 2.
The old generators would most likely not be available until spring 2019, Holt said.
