If voters are confused about Nov. 2 referendum Question 1, which relates to the New England Clean Energy Connect corridor, they are not alone. It is a very complicated issue, made all the more difficult to understand by the barrage of conflicting and passionate information pouring in equally from both sides.
Fortunately, the Department of the Secretary of State has published (as it does before each statewide election) a nonpartisan, balanced and easy-to-read document, the “Maine Citizen’s Guide to the Referendum Election.” This guide is readily available online at the Secretary of State’s website, maine.gov/sos, or by googling the document’s title.
The guide contains the wording of each referendum question; an explanation of the question in clear, non-legislative language, including what a “yes” vote and “no” vote mean; a fiscal impact statement; and public comments in support of and in opposition to each proposed question.
I ask voters to take advantage of this valuable resource. It should greatly reduce the confusion associated with the referendum questions.
