JAY — The Select Board agreed Tuesday to purchase a 2023, 4700 SF Western Star cab and chassis for about $146,000. The price does not include trading in a 2009 International dump truck.

The new vehicle will be a dump/plow truck. Prices are still being gathered for the dump body and associated equipment.

Public Works Director John Johnson had called the two dealerships still selling Western Star vehicles in Maine, Town Manager Shiloh LaFreniere told the board.

O’Connor Motor Co. in Augusta agreed to save one of three build slots for the town for the cab and chassis, she said. Johnson also called Freightliner of Maine but the company did not submit a quote.

The town has five full-size dump trucks and each does a plow route. The Public Works Department has four Western Star trucks and one International, according to Johnson’s information provided to selectpersons.

The new truck is not available until the fourth-quarter of this year. The dealership will hold it until March 2023.  The town will continue to use its 2009 International to plow one more winter.

The board also agreed to spend up to $31,500 on a replacement pump and installation at the Livermore Falls Wastewater Treatment Plant.

Livermore Falls/Jay Sewer Superintendent Mark Holt told the board that the smallest of four pumps does much of the work at the treatment plant and needs to be replaced.

It would cost about $17,000 to rebuild the pump compared to about $22,000 to buy a new one, Holt said. There was a quote for nearly $22,000, including shipping, submitted on Feb. 22 but that quote expired after 30 days.

He estimated a new one now would cost about $25,000 and $6,500 for installation. The pump would come from Xylem Water Solutions USA Inc. in Connecticut.

The money would come from the plant’s joint reserve account.

Livermore Falls selectmen will take up the pump purchase at 6:30 p.m. Tuesday, April 19, at the Town Office. Livermore Falls owns the plant and the two towns split operation and maintenance based on sewage flow treated at the plant.

Holt estimated there was about $150,000 in the joint reserve, not including interest. He received from Livermore Falls late Monday about 19 months of statements for the reserve account, which he will need to go through to determine the reserve account balance, he said.

Jay is paying half of the current $14 million upgrade of the plant.
