NORWAY — At his final Select Board meeting at town manager Tuesday, Jeffrey Wilson oversaw the passage of several construction bids.

Wilson, who is resigning following his appointment last month to become a district court judge, has served as town manager for four months.

Among the road projects approved Tuesday was the stream crossing and culvert project on Emerson Road totaling more than $345,000.

Everett Excavation of West Paris was the low bidder on the stream crossing for $176,965.11, which was the lowest of the three bids. The highest bid was nearly $213,000.

The low bid for the precast concrete box culvert and the concrete block retaining walls for Emerson Road was from Superior Concrete in Auburn for $167,600. The three bids for this part of the project were within $2,000 of each other.

Wilson told the board that project engineer Rob Prue of Pine Tree Engineering approved the two winning bids.

Prue also signed off on a USDA Sewer Reconstruction contract bid for $465,350 to J Pratt Construction Inc. in Minot.

The long-awaited solar electric array/panel project on the Police Department garage roof was awarded to ACE Solar of North Andover, Massachusetts, for $34,900.

In other business, the board approved using the ACTIVE network online registration software for one year. It will allow the Recreation Department to accept registration forms online instead of parents stand in long lines to sign up their children for programs, such as baseball and softball.

Wilson said Oxford uses the online portal and highly recommends it, and has seen an increase in participation.

The program charges 6.25% for each online registration.

The department will continue to utilize the in-person registration for those without or uncomfortable with the online system. The town will review the program after the first year before renewing.

Norway will start a committee to review the Norway Paris Solid Waste contract and consider options. The five-year contract expires this year, Wilson said.

The Town Office staff has asked the board to consider a four-day, 10-hour work week. Any potential change will not happen for several months.

The board accepted a $24,297.82 grant from FEMA for gravel and $21,005.22 for the remainder of the tax stabilization refund from the state.

Power to the Town Office will be turned off Monday, April 15, so the new generator can be installed. The office is already closed that day for Patriots’ Day.

The town meeting is scheduled for Monday, June 17.

The meeting was held Tuesday instead of its usual Thursday time due to the major snowstorm last Thursday.
