The Town of Rangeley Board of Selectmen convened on April 16th, 2024, addressing key issues impacting the community’s development and infrastructure.

The meeting commenced with a Tax Increment Finance (TIF) Credit Enhancement Agreement Public Hearing, featuring Matt Teare’s presentation and Jim Damicis from Camoin Associates joining via Zoom. The project discussed aims to provide moderate-income attainable workforce housing, catering to teachers and firefighters to construction and hospitality workers. Notably, the development is designated as a total rental community, hopefully, financed by the Maine State Housing Authority’s Rural Rental Program, targeting individuals with incomes ranging from $40,000 to $60,000 annually.

Following the public hearing, an executive session was held for consultation with legal, resulting in the authorization of the town attorney to draft the CEA with the discussed terms and communicate with the developer.

Meeting minutes from various committees, including the Sewer Commission, Planning Board, and Budget Committee, were received and accepted during the session. Additionally, the Board reviewed and approved minutes from previous meetings, ensuring transparency and accountability in governance.

In the consent items section, various permits and authorizations were unanimously approved, including event permits and vendor licenses, demonstrating the Board’s facilitation of community events and economic activities.

Under Old Business, the Tax Acquired Property Policy was adopted after its second reading, reinforcing the town’s management of tax-acquired properties.

In New Business, two companies were approved for Sewer RFPs, with funding from the American Rescue Plan Act (ARPA) and Sewer Reserve Account funds. Additionally, a letter of support for Maine DOT’s Route 4 repair work and sidewalk construction was authorized, showcasing the Board’s commitment to infrastructure development and safety enhancements.

The Town Manager and Selectmen commended town staff for their efforts during the recent solar eclipse, highlighting their dedication to public safety and community engagement. Other notable discussions included updates to the Airport Disadvantaged Business Enterprise (DBE) Program and plans for future meetings.

Concluding the meeting, the Board authorized the Town Manager to fill the full-time Police Chief position, emphasizing the importance of public safety in the community. The meeting adjourned, reflecting the Board’s proactive approach to addressing critical issues and fostering community development.
