DIXFIELD — Selectmen will learn about the tax implications of tax increment financing at a special meeting set for 5 p.m., Tuesday, March 29.

Contingent upon the number of people who attend, the informational meeting will be held in the town office, or the meeting room of the adjacent Ludden Memorial Library, said Town Manager Eugene Skibitsky.

Mike Rogers, a representative from the Maine Revenue Services will make a presentation and field questions.

“The board wants to educate themselves,” Skibitksy said.

Last month, selectmen and several residents heard a presentation on the potential development advantages from Eaton Peabody Consulting Group LLC consultant, Mathew Eddy.

The need to learn about tax increment financing came about because of a $40 million to $60 million proposed wind power project by Patriot Renewables LLC, of Quincy, Mass.

The wind company has proposed building of up to 13 industrial wind turbines on the Colonel Holman Mountain ridge line.

A TIF is a locally controlled economic development financing program that is funded by property taxes on the development project.

In Dixfield’s case, if the town agrees to a TIF with Patriot, the village section would be the site of projects using TIF funds. A TIF would freeze the value of that area so that improvements could be made.

Some are concerned that such an agreement could boost school or other taxes.

Patriot is currently working on similar projects in Woodstock, Canton and Carthage.

Skibitsky said Dixfield’s project would be the last of the four because the town had a year-long moratorium on such development.
