PARIS — Voters will be asked to approve a $4,086,758 municipal budget when the annual town meeting gets under way Saturday morning.

Action on the 31-article warrant begins at 10 a.m. June 15 in the Paris Fire Station on Western Avenue. Earlier this week, voters elected officials and rejected a plan that would have disbanded the Police Department and contracted services with the Oxford County Sheriff’s Department.

Town Manager Amy Bernard said the overall budget for 2013-14 is $273,534, or 4.2 percent, more than the current fiscal year. It includes a $230,059 increase in the SAD 17 assessment and a $3,032 increase in the Oxford County assessment, she said.

The proposed municipal budget includes 1.5 percent pay raises for all employees, except members of the police union. Negotiations with the officers will begin this summer, Bernard said.

Selectmen and the Budget Committee are recommending voters raise and appropriate $591,392 for operation of the Police Department. It includes money for five patrolmen, the chief and a school resource officer. It also includes money to send three officers to the Maine Criminal Justice Academy in Vassalboro, a state requirement for full-time officers. It also includes money for overtime to cover those officers’ shifts during their 18-week training.

The department is under the supervision of interim Chief Jerry Higgins while the town searches for a new chief. The position has been advertised and resumes are expected back by July 12, she said.

Selectmen and the Budget Committee are recommending $278,286 for solid waste disposal and recycling.

The Budget Committee and selectmen differ on funding for a number of proposed budgets, including the Highway Department.

The Budget Committee is recommending voters raise and appropriate $723,417 for the Highway Department; selectmen are recommending $732,646.

The Budget Committee is recommending $44,246 for the Parks Committee; selectmen, $44,248.

The Budget Committee is recommending $378,725 for the Fire Department, selectmen, $382,230.

The Budget Committee is recommending $627,777 for capital expenditures while the Board of Selectmen is recommending $654,625. The money will be used for building improvements, parks and recreation equipment, a Highway Department truck and other items.

Selectmen are also asking for voter approval to collect taxes quarterly, on Aug. 15, Nov. 15, Feb. 15 and May 15. Interest on unpaid taxes would be 7 percent.
