RUMFORD — Two River Valley residents and a Lewiston man were arrested on felony drug charges early Sunday morning after they drove to Lewiston and returned with crack cocaine, police Chief Stacy Carter said Monday by email.

Mohamed Jeilani Abdalla, 31, of Lewiston. Arica Marie Downs, 27, of Rumford and Lucinda Boulanger, 42, of Mexico were charged with unlawful furnishing of cocaine.

Abdalla and Downs were out of jail on bail, so they were charged with violating condition of release and will be arraigned July 8 in Oxford County Superior Court in Paris.

Carter said Abdalla was free from an arrest by Rumford police on Feb. 21 on a felony charge of drug possession. Downs was on bail from an April 14 arrest in Rumford on a felony charge of aggravated assault from a fight over an iPad, he said.

Both were taken to Oxford County Jail in Paris.

Boulanger was released on a $1,000 unsecured bond and is to be arraigned July 8 in Oxford County Superior Court.

Carter said that at about midnight Saturday, Rumford police Sgt. James Bernard met the trio on Hancock Street. Bernard and other Rumford officers conducted a bail check and vehicle search, he said.

“Upon investigating further, it was revealed that the three had traveled to Lewiston and brought back seven grams of crack cocaine that was seized, along with some drug paraphernalia,” Carter said.

A Maine State Police trooper and a U.S. Border Patrol agent and his dog assisted in the traffic stop.
