POLAND — Town Manager Bradley Plante on Tuesday gave selectmen copies of the proposed budget and capital improvement plan for the upcoming fiscal year.

While the requested amounts were not discussed, Plante said early indications were that the town is apt to find itself in a struggle to hold on to some of its revenue sources.

Plante said he believed Gov. Paul LePage had in mind to eliminate the revenue-sharing program with the towns to help the state balance its budget. LePage likely would try to take a larger portion of the excise taxes towns collect to help the state balance its budget, the town manager said.

“This could be critical,” he said. “The town takes in about $850,000 in excise taxes. That represents a large chunk of our revenues. It’s going to be a big deal.”

Selectman Stanley Tetenman agreed there was a real need this year to meet with the town’s representatives to Augusta to impress upon them the impact at the local level.

“If the governor’s plan goes through,” Tetenman said, “we’ll have to cut services and raise taxes.”

Plante said he is forwarding the proposed budget material to members of the Budget Committee, which will hold an organizational meeting at 6:30 p.m. Thursday, Jan. 15, in the training room at the fire station.

In other business:

* Selectmen appointed Leonard Lamoreau to the Budget Committee until April. If he wishes to continue on the committee, he will have to seek election.

* Selectman Janice Kimball announced that nomination papers for the April 3 election will be available at the Town Office beginning Thursday, Jan. 8. The signed papers must be returned to the office on or before 4 p.m. Feb. 17.

The following positions are available: two positions on the Board of Selectmen for three years; two library trustees, one for three years and one for one year; two RSU 16 directors, one for three years and one for two years; and three Budget Committee members, two for three years and one for two years.

* Selectmen appointed Nikki Pratt to another two-year term as registrar of voters.

* The board directed Plante to prepare a quote for services to review Poland’s tax-increment financing amendments. Selectmen suggested Plante work with prospective consultants, giving them a good idea of what the state is expecting, so they could be given a better estimate of how much time might be involved.

* Selectmen agreed that they ought to hold a workshop on issues associated with the former Hilt Hollow subdivision.
