Lisbon selectmen heard a proposal Tuesday that the town consider tax increment financing to get the stalled Farwell Mill project going again. The mill is “in foreclosure” following the default of a developer. Maine Savings Bank holds the first mortgage. A development team put together by the bank has analyzed the mill and considered several options for its completion, including condominiums, congregate housing or a rental project. They suggested that the best utilization of the building would be affordable housing, described as two bedroom apartments with utilities renting for $450 a month and one bedroom apartments for $350. Twenty percent of the units would have to be designated for low to moderate income tenants.
