WILTON – The Planning Board combed through the preliminary application for a five-lot subdivision proposed for land on Village View Street about 60 feet above Wilson Stream Thursday.
At 9 p.m. they were still debating the completeness of several items required for a subdivision application. This is the first time the board is slogging through new subdivision requirements, according to member Sheryl Moser.
But Thursday’s meeting was to review for completeness the application for the five lots by Adam Mack for American Homes. Mack intends to sell the lots as sites for single-family homes.
Still needed to complete the application are letters from the town’s water and sewer department stating that use of the systems will not overly tax them. All five lots will use municipal water though only one will be on the sewer line. The remaining four will have private septic and leach fields, a scenario that worries Moser given the sites’ proximity to Wilson Stream. But her concerns were not addressed as they were not pertinent to the purpose of the meeting. They will be addressed at a later date.
Also needed is a statement regarding the vegetative cover type on the land which is primarily wooded. Bob Berry, an engineer representing American Homes, said he will provide that.
Of concern to some members was a requirement that the developer show proof of ability to finance the project. The application included a statement by the engineer saying his client has those capabilities but some members felt that if infrastructure were needed, that more proof was required. However, others felt since the plan, as proposed, does not require additional infrastructure and since the developer is not building homes there, the only costs are fees paid to the engineering firm. The board voted 5-2 to accept the financial statement as provided.
A public hearing will be scheduled for the project.
Also on the agenda was the anticipated resignation of Norm Gould who was not in attendance Thursday. Gould has served as selectmen for 37 years and on the Planning Board for 22 and stated, after losing the selectmen’s race last week, that he would be stepping down from the Planning Board too. He said he will probably volunteer to serve on the budget or other committee or board.
