Phil Nadeau, deputy city manager of Lewiston, addresses the Abanaki District Boy Scouts annual luncheon on Thursday at the Ramada Inn in Lewiston after receiving this year’s Lewiston-Auburn Citizen Award for his years of service to the area. Nadeau, who is retiring, spoke about the many challenges and rewards of having overseen the shifting cultural landscape of Lewiston over the past 15 years.
