The recent problems with Fayette’s finances are not new. We have seen this and similar situations many times before in the not-so-distant past. It is convenient, yet shortsighted to focus on individuals such as former Town Manager Mr. Collins or the selectmen. If we are to forge ahead and travel a different path, we must, as a community, change our approach.

Fayette has never adopted either an administrative ordinance or town charter to guide elected and appointed officials in how they are to run the town. Instead, we have relied only on whatever guidance is in state statutes and left details up to a succession of well-meaning selectmen and town managers. The result is an ad hoc system that changes with the whims of each succeeding administration with no long-term stability in government.

It is time for the citizens of Fayette to speak with one voice and establish either a charter or administrative ordinance that embraces the constitutionally granted powers of home rule adopted by the state of Maine in 1969. This charter or ordinance should include specific guidelines for selectmen, town manager, treasurer, clerk and tax collector positions. It should be specific enough to ensure long-term stability, yet flexible enough for individuals to exercise reasonable authority in improving day-to-day operations related to their jobs.
