PARIS – Proposed restrictions on Hall Pond will go before voters as a local referendum on Election Day.

The Hall Pond ordinance seeks to balance use of the Paris pond as a recreational site and as Hebron’s only public water source. The Hebron Water Co. has an easement on the 50-acre water body from Hebron Academy, which also receives its water from the company.

Under the ordinance, ice fishing may continue but use of ice-fishing shacks would be prohibited. The ordinance would also ban the use of gasoline-powered motors on boats on the lake, but would allow the use of electric motors.

The ordinance calls for a locked gate at the pond’s boat ramp to prevent the spread of invasive plant species from trailer-launched boats. The gate would be accessible by the water company, state Department of Inland Fisheries and Wildlife, and town police and fire departments.

The company would install a floating dock to assist with the hand-launching of boats, as well as a new toilet facility and parking area.

There are 35 to 38 water service hookups from the pond in Paris and Hebron. The company does not allow cars and trucks to drive on the ice during the winter. It also prohibits bodily contact with the water, including swimming and entering the water without waders.

The restrictions would be enforced by the Paris Police Department.
