LOVELL – Voters accepted four amendments to the zoning ordinance at the annual town meeting Saturday, but sent one back to the Planning Board for review.
Town Clerk Sherry Bois said an ordinance to create additional standards for animal husbandry was defeated 57-12 in a written ballot. The amendment would have kept livestock areas a minimum of 20 feet from all lot lines and 100 feet from all residences except the owner’s, and the standards would have been extended to include all districts, not just the shoreland zone.
The amendment also would have required the storage of manure in a covered structure at least 100 feet from any great pond or potable water supply, and 75 feet from other water bodies, tributary streams, or freshwater wetlands. The structures would have had to be approved by the Oxford County Soil and Water Conservation District.
The four accepted amendments bring the shoreland zoning ordinance into compliance with new standards by the Department of Environmental Protection, add an exemption process for the construction of single-family homes in the resource conservation district, clarify the calculation of net residential density in subdivisions, and clarify the role of the code enforcement officer.
In a 59-8 vote, the town authorized raising $73,000 toward the estimated $135,000 needed to replace the Cushman Pond dam. The Cushman Pond dam account will provide $19,115.64, while a separate dam account will provide $43,815.75.
Selectman Steve Goldsmith said he was re-elected, along with Bois. Goldsmith said voters also appointed Bill McCormik to the Planning Board, John Donnelly and Dean Stearns to alternate positions on the Planning Board, Meryl Molloy to the SAD 72 board, and Martha Armington as an alternate to the SAD 72 board.
Goldsmith said voters opposed raising $360 for the Maine Public Broadcasting Network, and also raised no money for the Western Maine Economic Development Council. An article requesting $300 be raised for the Greater Bridgton Lakes Chamber of Commerce was not included on the warrant by mistake, and did not get enough support on the floor to pass.
Goldsmith estimated that 70 to 75 people attended the meeting.
