HANOVER – About 30 voters passed all 45 articles at the annual town meeting Thursday night, re-elected all incumbent officials and agreed to start paying members of the Planning Board.
They also honored longtime resident Donna Worcester as the town’s volunteer of the year.
The meeting lasted less than an hour.
Approved was a municipal budget of just under $178,000, a hike of about 4.5 percent from last year, and just over $200,000 for educating the town’s students.
First Selectman Bruce Powell said because the Planning Board is facing more responsibilities, effort and meetings, $650 was included for the chairman, a total of $3,000 for the rest of the board members, and $650 was built into the salaries for municipal officers and employees.
“This is a token stipend. Their efforts are greatly enhanced,” he said.
Also approved was a related article that authorized selectmen and the Planning Board to establish a new fee schedule for land use, building permits, and other applications related to development. The fees will help offset the stipends paid to Planning Board members.
Also new this year was $10,000 added to the appraisal and mapping line of the proposed budget. The money will be put with similar amounts over the next two years for a townwide property revaluation.
Incumbent 22-year veteran Selectman Brenda Lee Gross won another three-year term, along with School Committee member Ruth Brown. Clem Worcester won additional one-year terms for the positions of town clerk, treasurer and tax collector.
None of the candidates was challenged.
Donna Worcester was honored for her work as president of the Gardner Roberts Memorial Library board, for serving as a ballot clerk for several years, for decorating the town office for holidays, and for helping during the town’s annual clean-up. She is the town’s fourth volunteer of the year.
The tax rate of $15.40 per $1,000 valuation may rise slightly as a result of Thursday’s town meeting. Tax bills will be mailed in mid-November, with taxes due in June.
