DIXFIELD – Members of the SAD 21 Consolidated School Board voted unanimously Monday night to begin a pre-kindergarten program with the opening of a new elementary school.

That school, which is currently in the planning stage, may be completed by the fall of 2008, Superintendent Thomas Ward said.

An executive session was scheduled to be held Monday night to decide which of two properties to purchase for the site of the new facility.

In other business, Ward updated directors of the merged district on possible budget totals and estimated effects to the SAD 21 towns of Canton, Carthage, Dixfield and Peru.

More work, he said, is needed to complete the first budget for the new district.

Directors identified $9.256 million as the 2005-06 budget target to minimize the impact on Carthage, which could see assessments increase 3 percent to 4 percent.

Initial requests came in at $9,671,504. Directors, he said, have been paring it down.

At Monday night’s meeting, they were scheduled to complete budgets for capital improvement projects and staffing.

If directors hit the target budget, Ward said, the district towns must raise $1,895,257 to get $5,306,593 from the state for a total allocation of $7,201,850.

Ward said projections show that the district could receive $7,822,431 in anticipated revenue without additional local monies figured in.

To reach the target budget, he said, $1,433,569 would have to be raised in additional local monies.

The amount to be raised locally, Ward added, would total $3,361,791.

The amounts for each of the district towns would be :

• Dixfield: $1,408,596.08

• Canton: $548,029.55

• Carthage: $232,540.62

• Peru: $1,172,624.53

The $3,361,791 includes $1,895,257, which is the state/local allocation; $32,965, which is debt service for roofs over the middle school and high school gym; and the additional local amount of $1,433,569.
