LIVERMORE FALLS – Voters approved one proposed ordinance and rejected another during late business at the annual town meeting Wednesday night.

An ordinance governing pawnbrokers was approved, but one requiring that the town be notified of new construction failed.

Voters also agreed to the discontinuance of two sections of road, one on Strickland Road that now serves as the driveway to the former Pease Farm, and the other a right of way along Route 17 in front of the Nolette and Webster residences.

Citizens also approved use of airplane excise tax refunds and snowmobile registration fees to benefit the Bowman Field Flying Club and the Jug Hill Riders Snowmobile Club, respectively.

Town Manager Alan Gove said Thursday that after tallying all the expenditures of the previous evening, Treasurer Kristal Flagg had announced a total of $2,032,614. The figure is about $5,000 more than last year and should not change the tax rate, Gove said.

At the opening of the meeting Wednesday, Moderator Darryl Brown reported that a longtime town meeting participant, Lawrence “Chickie” Chicoine, would not be in attendance because of ill health.

He said his announcement was made with regret. “Chickie is a wonderful member of town meeting, a valuable part of the process,” he said.

In other town meeting business, voters designated Oct. 21, 2004, and April 15, 2005, as the dates on which a 6.5 percent interest charge would be added to overdue tax bills.

Citizens also voted to add a 6.5 percent interest charge to sewer assessments not paid within 60 days of the quarterly billing date.

Article 18, seeking a $35,000 contingency fund, was reduced to $17,500, against selectmen’s and the Budget Committee’s recommendations. The fund was to cover wage adjustments made in new labor contracts.

Chairman Bernal Lake protested, saying the board would not be able to negotiate in good faith with their hands thus tied.
