FAYETTE – A Fayette man has signed a consent agreement with the town and paid a $2,000 fine for violating land use regulations.

Michael Dugas had filed a permit after the fact in February for living on property on Moose Hill Road without a permit, Code Enforcement Officer David Giroux said. The property doesn’t have a septic system, Giroux said.

According to town regulations, new owners have 60 days from Aug. 4 to bring the property into compliance.

Dugas told town officials that a former owner told him that the permits had been taken care of, Giroux said.

The town gave him a permit for a private campsite for 120 days. When the time expired in mid-June and he hadn’t brought the property up to compliance, a site visit was conducted, Giroux said.

More people were living on the site without a septic system, he said.

Dugas was cited for violating the land-use code for living on the property without a septic system and operating a campground without a permit. The initial fine was set at $4,100 but that was reduced to $2,000, Giroux said, because there were ongoing negotiations to sell the property.

Dugas signed the consent agreement Aug. 4 and paid the fine, Giroux said. The new owners will have to bring the property into compliance by early October.
