PRESTON, Conn. (AP) – Plans to create a theme park and resort on the former Norwich Hospital property appear to have crumbled after months of negotiations.
The Preston town advisory committee voted Friday night to end talks with developer Joseph Gentile, who was looking to build a $1.6 billion complex on the grounds of the former mental hospital. Committee members said the developer didn’t provide enough information about the proposal, such as traffic and feasibility studies.
The vote prompted several tense moments. Leaders of the proposed development stormed out of the Town Hall conference room and union workers yelled at committee members. Gentile said he wants the matter to go before town voters.
“That’s who put you in office,” he said.
Developers had hoped the complex, dubbed Utopia, would attract 24 million visitors a year. They contend they have abided by all the town’s demands.
If Board of Selectmen accepts the advisory committee’s recommendation, the project will be dead unless Utopia submits the information town officials want.
“We are back to ground zero,” First Selectman Robert Congdon said.
