LISBON – Residents will be asked to approve a bond issue and seven municipal charter amendments on Nov. 7.

Article II asks voters to authorize a $1.75 million bond issue that will be used to construct and equip a new public works facility; with the possibility of demolition or renovation of the current facility.

The bond issue is being recommended by both the town council and the Budget Advisory Board.

Voters will also be asked to approve the following seven municipal charter amendment questions as recommended by the town council.

Question 1 is to provide for consistency in the effective date of ordinances and the referendum period, and to prevent ordinances from taking effect prior to the expiration period.

Question 2 is to clarify the requirement for referendum vote approval for capitol items, for any individual item costing more than $100,000, but it doesn’t apply to agreements for services, personnel contracts or collective bargaining agreements.

Question 3 would provide for the election of the town council and school department chairmen after the new council and school board are seated at their first meetings in December.

Question 4 asks to move appointments by the manager subject to council confirmation to section 3.02 dealing with manager appointments.

Question 5 would clarify the authority of the town council to submit referendum items to the voters.

Question 6 would eliminate the connection between town personnel rules and the provisions of collective bargaining agreement.

Question 7 would eliminate the restriction against the adoption of emergency ordinances as regular ordinances.
