Under the racino regulation bill approved in a first reading by the House Monday:
• For every $1 gambled, 89 cents would be returned to players in winnings.
• The state would keep 1 percent (estimated at $8.2 million by 2007) for regulatory oversight.
• Of the remaining 10 percent in proceeds (an estimated $82.4 million by 2007), 61 percent would go to Bangor Historic Racetrack owner Penn National and 39 percent (an estimated $32.1 million by 2007) would be split the following way:
• 3 percent to the General Fund for a regulatory oversight board and for gambling addiction counseling
• 13 percent to horse owners/racers to supplement their race winnings and to the Sire Stakes Fund
• 3 percent to state agricultural fairs
• 10 percent to help seniors buy prescription drugs
• 3 percent to college scholarships; 2 percent to the University of Maine, 1 percent to the Maine Community College System
• 4 percent to Scarborough Downs
• 2 percent to off-track betting facilities
• 1 percent to Bangor
