NEW GLOUCESTER – A preliminary review of a 23-lot subdivision by the Planning Board drew about 20 abutters Tuesday night.
Briarwood Estates on Penney Road is proposed by Fortin Construction Inc. of Auburn. The 62-acre lot is home of the Morrison ball field, which has served the town’s Little League team.
Fortin Construction plans to subdivide the parcel into 23 cluster lots using 28.56 acres. Wetlands account for roughly four acres and the road system will use 3.3 acres. Thirty-four acres will be dedicated to open space and preserves the ball field.
The board grappled with a number of issues including:
• Evidence of an adequate water supply in quantity and quality.
• A fire pond or storage system for water.
• Plans for the developer to dedicate the open space.
• A road owners’ association.
• An estimated 200 trips per day by vehicles.
• Wetlands that will be crossed by a road built to town standards.
The town’s zoning ordinance requires that two entrances are needed for subdivisions where 200 trips are generated daily.
Tim Nolan of ERA Today of Falmouth said lots will sell for about $65,000 while constructed home packages that include land with driveways, wells and septic fields will be marketed for $185,000 to $300,000.
Tom Blake, whose property abuts the project, said water was a concern in the area, which is all ledge.
“It concerns me that 23 potential wells are across from us, and I’m worried it might affect our water supply,” he said.
Lorraine Blake asked if the Penney Road can handle the extra traffic.
The board will meet with developers on Sept. 21. A public hearing on the project will be scheduled in the future.
Board Chairman Jean Libby said that if the open space is dedicated to the town, voters must approve it at a town meeting.
Developers say they are trying to not exceed a 30-acre development window that would trigger state Department of Environmental Protection site plan review. A hydrologic study is forthcoming.
In other business, Alycia Clark got the green light to move an old home from Danville to the Intervale Road on to her 2.5-acre parcel in the town’s village and historic district.
