State police detective acted in self-defense when he shot armed man in Chelsea last year, investigation finds
Police Detective Scott Duff acted in 'self-defense' by firing at Frank Foss Jr. twice after Foss did not surrender to police and pointed a gun at Duff, according to the Office of the Maine Attorney General report.
