HARTFORD – Selectmen Pete Theriault and Scott Swain were surprised to learn from Selectman Dave Bowen that R.E. Lowell Lumber in Buckfield faxed a bill with Hartford’s share of the cost for the lumber needed to re-plank the Russell Road Bridge.

Hartford’s portion is $500. All three selectmen voiced frustration at not having received an estimate from Sumner selectmen before receiving the bill from R.E. Lowell Lumber. At the May 14 Hartford selectmen meeting with Sumner selectmen, Cliff McNeil, Bowen said: “I would like to see a estimate before agreeing to share the cost.”

Code Enforcement Officer Kay Hawkins reported that Melissa Rosa of Auburn failed to meet the May 28 deadline to properly implement erosion control. Rose’s driveway on Route 219 is steep, and the run off drains directly into Little Bear Pond.

Hawkins spoke with Rosa on May 17 to clarify any confusion about the work needing to be completed in order to be in compliance. Rosa needs to establish proper erosion controls by properly installing silt fences or hay bales, embankment needs to be seeded and water bars need to be installed every 2 feet from the house to the road.

According to Hawkins, Rosa said that she was arranging for the driveway to be paved. Hawkins asked that a contract be faxed to her before the May 29 Selectmen meeting. Hawkins said she has not received a fax or been able to contact Rosa since their meeting on May 17. Theriault will do a site visit to establish what has been done and what is needed to comply with the town’s erosion control ordinance.

Selectmen told Hawkins to send a letter to Rosa informing her that she has been assessed a fine of $100 effective May 29 for failure to come into compliance. She has until June 10 to complete necessary work or she will be assessed fines of $100 per day retroactive to May 29.

The town is looking to establish a five to eight-member committee to work with selectmen to administrate the cemetery trust fund.

The town’s tow-behind broom is for sale. Anyone wishing to purchase the broom may do so by submitting a bid to selectmen before or at the June 11 selectmen meeting. Selectmen will open all bids that evening.

Selectmen are reminding residents of the following balloting measures: at 7 p.m. June 5, SAD 39 budget vote at Hartford/Sumner Elementary School; from 10 a.m. to 8 p.m. June 10, statewide economic development bond issue, town hall; from 10 a.m. to 8 p.m. June 17, high school roof repair project, road commissioner and two school board directors.
