PHILLIPS – It only took 20 minutes to whip through and approve seven articles at a special town meeting held Saturday, June 7, in Phillips.

The seven articles had not been determined at the annual town meeting on March 5.

Mike Ellis was elected the moderator of the meeting. In a vote for a three-year term for a SAD 58 School Board member Jane Thorndike received 15 votes and Robin Ladd received five votes.

Voters also agreed to raise and appropriate $7,795 for ambulance service, according to option no. 2, which was determined by voters at the town meeting in March.

The vote will authorize town selectmen to enter into a one-year contract with Franklin Memorial Hospital extending from Aug. 1, 2003, through July 31, 2004.

Article 4, inadvertently left out during the regular town meeting, was approved to raise and appropriate $600 for town constables for the ensuing year.

Voters also decided to appropriate $1,300 from the Fire Department Equipment Reserve Fund, in order to replace the tank on the forestry truck.

Also approved were a Community Development Program and Community Block Grant for Public Infrastructure Fund applications in the amount of $400,000.

The money will be used for the water district through the town of Phillips, replacing several water mains that will serve the towns of Avon and Phillips.

The grant will be the last of its kind; Phillips has received two similar grants in the past.

In Article 7, voters approved an amendment to the town ordinance regulating the use of parks and recreation in the town of Phillips.

Wording of the ordinance was changed from “no person shall enter Toothaker Park, also known as North Franklin Park” to read “no person shall enter any park between of 9 p.m. and 6 a.m. without the authorization of the Conservation Commission.”

Voters decided that any violator of the ordinance will be punished by a $100 fine or more, or spend not more than 30 days in jail, and/or the equivalent in community service.

According to the Phillips Board of Selectmen, there currently has been a problem with park hours violations. The Franklin County Sheriff’s Department must issue warnings before citing any violations.

The new ordinance will eliminate the warnings.
