JAY – A 20-year-old Jay man was arrested Monday for allegedly sexually assaulting a 13-year-old girl.

Police said the girl’s parent allegedly consented to the ongoing sexual relations.

Jesse Richards of Church Street was charged with gross sexual assault, Jay police Chief Larry White Sr. said.

Detective Fred Lowell started investigating the case on Dec. 15, White said, after police received an anonymous tip alleging the unlawful sexual contact.

Through his investigation, Lowell learned that Richards was allegedly having sexual relations with a person under age 14, White said, adding that the sexual relationship took place on multiple occasions over several months.

He said additional investigation revealed that the sexual relationship was with the minor’s parent’s consent.

White said the report has been sent to the di strict attorney for consideration of possible charges against the parent for endangering the welfare of a minor.
