FOR FRANKLIN SAVINGS: Rep. Janet Mills, D-Farmington, and Sen. Chandler Woodcock, R-Farmington, present Franklin Savings Bank Executive Vice President Peter L. Judkins with a legislative sentiment. The legislators sponsored it in recognition of Franklin Savings being named the strongest of Maine’s banks and thrifts for the first quarter of 2003 by Weiss Ratings Inc. Weiss annually ranks 15,000 banks and lending institutions. Mills and Woodcock also noted that Franklin Savings has ranked in the top tier since 1999.
