HARTFORD – Selectmen on Thursday night approved policies on driveways and animal control.

The driveway policy states that all newly developed lots must obtain a driveway permit that must be approved by the selectmen and road commissioner.

The cost of the culvert, installation and all materials required are the responsibility of the property owner.

The Animal Control Officer Policy states that complaints will be documented and filed in the Town Office within 48 hours. The ACO must notify the person in charge of the animal or animals. At the second complaint, a written warning will be issued and upon receiving a third complaint, a summons to court will be issued by the ACO.

Figures for the town revaluation were reviewed. Selectmen approved the motion to use John O’Donnell and Associates. Because of the volunteer work of Dave Kraske and John Convey, the town was saved half the cost of the revaluation making the final figure $43,000 for the 1150 properties in Hartford.

Kraske and Convey had done the field work on most of the properties in Hartford.

Kraske suggested that selectmen try to negotiate the bill payment to 2004 and 2005 for tax purposes.

Selectmen accepted a town report letter that lists all upcoming events.

April 1 is the deadline for returning the completed Comprehensive Plan survey. April 2 will be the monthly public potluck supper where members of the School Board will be available to answer questions.

April 8 is the last date for filing nomination papers, absentee ballots will be available in the town office after April 10 and a public hearing will be held on April 14 to present proposed changes to town ordinances.

Elections for town officials will be held on May 18 followed by the Annual Town Meeting on May 22.

Selectman Lee Holman said complaints had been received from concerned citizens over convicted sex offenders living in the community. She contacted the sheriff’s office and was told they notify towns who wish to be notified on a case-by-case basis. They need a written request for this information.

Selectman Chairman Scott Swain, asked that the town clerk write for this information so it would be available in the office.

Holman said pictures of persons living in the Hartford area who are convicted sex offenders are on the state Web site. Swain will check with Maine Municipal Association before he links this information to the Hartford Web site. No citizens who had called in concerns were present at the meeting.

Selectmen said they need 10 volunteers to help survey roads in Hartford so a priority list of repairs can be tabulated. Hartford will be using the MMA system that is free of charge.

Holman announced the Oxford County bicentennial introduction affair for 2005, which will include several state dignitaries and the Air Force Band.
