LIVERMORE FALLS – Selectmen will meet with the Livermore Falls Library Association on July 19 to determine who owns and runs the Treat Memorial Library.

The board is concerned about the cost of operating the library at town expense while the association refuses to use donations to purchase books.

Town Manager Alan Gove will research the situation to determine who is responsible for the library, how much authority the association has and whether it can be taken away.

A $500 fee, the same as what the state charges, was set for pawn shops over the objections of Daniel St. Pierre, owner of The Pawn Shop. He said Lewiston charges $50.

Planning Board Chairman Guy Palmeiri said he thought the intent of local control was to make the cost more bearable than the state, but selectmen said that issue had never been brought to them.

Selectmen noted that a pawn shop makes extra paper work for the Police Department, perhaps costing $40 a month, which would add to $480 over the year.

Steward will keep track of the time involved. The fee will be reconsidered next year when more accurate figures are available.

Gove reported the necessary hardware had been ordered so the flags in Union Park and the town office can be lowered to half staff. They have had black streamers added to them during the 30 days of mourning for former President Ronald Reagan, which ends July 5. The ones at the Richardson Cemetery and the library have been lowered, he said.

A sewer abatement was approved at 32 Baldwin St. where a water main burst, and a quitclaim deed will be signed for a property at 127 Park St. if all liens are satisfied.
