JAY – Planning Board members approved International Paper’s application Tuesday for final closure of its solid-waste landfill. They also approved closing the southeast side of the landfill this year.

IP has a 52-acre solid-waste landfill on its site at the Androscoggin Mill. It is proposing to cap 25.8 acres in a four-step process, ending in 2006.

It will address capping the east side expansion project at a later date, according to an outline on the closure.

The company began implementing a landfill closure program for inactive sections last year.

In 2003, the company closed about 4.2 acres on the west side.

This year, IP is proposing to cap about 3.8 acres on the south and southeast side of the landfill.

The special-waste landfill includes wastewater-treatment sludge, flume grit, wood knots, general mill yard trash, green liquor dregs, and ash.

IP is covering sections of the present landfill with impervious material, said Jay environmental code enforcement officer Shiloh Ring.

The company is using a multi-layered capping material, which includes a 12-inch vegetated layer, 12-inch sand drainage layer, geo-composite, a clay liner, and a 12-inch soil barrier layer.
